Identify approaches to solutions for rural areas

Demographic change, shrinkage processes and related to this a decline in the quality of life exacerbate the search for skilled employees particularly in rural areas. inter 3 explores archetypal problem constellations in rural areas, actors that typically spring into action and innovative approaches municipalities take to address this issue. The survey examines, if and how securing skilled workers in rural areas could be designed as a demonstration project of spatial planning (MORO).

Stereotyping of problem regions and exploring scopes for action

In a first step, inter 3 reviews existing surveys and prognoses on the demand for skilled workers by the year 2030, in order to qualify the need for action in different rural areas. Based on this six regions are analyzed with regards to their differing starting positions and concepts for securing skilled workers. In doing so, municipal scopes of action as well as strategic approaches and activities are outlined.

Outline of a MORO on securing skilled workers

As a result of this preliminary survey a concept for a demonstration project of spatial planning (MORO) on securing skilled workers in rural areas will be developed. The following questions will be answered: Can securing skilled workers be regarded as a relevant field of action in spatial planning policy? Which fields of action, innovative approaches and measures should be tested and further developed in the course of a MORO? Which research questions does this bring on? And how can efficiency of strategies and activities be measured?
